Calling a cell phone number in Russia is not much different than calling a land line. At times it might get confusing though, since Russian cell phone numbers can contain digits that you must not dial when calling internationally.
By far the cheapest and most convenient way to call Russia is by using a phone card.
International calls from Canada are basically the same as the international calls from the United States if you are using a phone card. Those phone cards have either local Canadian access numbers or toll free access and may be used from regular land lines, mobile phones, pay phones and hotels. All cards come with complete dialing instructions.
Only a few years ago you couldn't find any other means to call from Russia rather than the traditional one, using a long distance provider inside Russia itself. That used to be (and still is) very expensive. The good news is that now you can have a way to call from Russia and save more than 90% using a regular phone or mobile phone in Russia, we are not talking internet calls here.
